Does this include a VPN? null

Yes, Bitdefender has a VPN component BUT it is limited to 200 MB per day according to the app. However, I don't know what the costs would be after you exceeded the 200 MB per day. Google it for precise information. BTW - I have yet to use the VPN function, so I can't speak to how good it is.

Bitdefender Total Security includes a VPN, but it is limited to 200 MB/day of free use. To get more than 200 MB/day, you can purchase a subscription to their VPN Pro.
