“Can I use this phone in the Philippines with Smart network ?”

Yes it will work in the Philippines as long as your network is a GSM/HSPA network, and from what I can see when I googled Smart Network, it is a HSPA network so it should work.

I believe so because it is an unlocked phone which means it is ready to be use with any Network including Smart Network in Philippines.

No, the phone is not compatible with international use.
