“The quick memo app opens itself every few minutes - since it's a factory installed app there isn't a way to disable it. Does anyone else have this problem? Is there a way to fix it?”

Make sure the pen is locked in
Sorry, there was a problem. Please try again later.Try force stopping. If that didn't work, I would play around in the settings of quick memory. Switch user accounts and that sort of thing. All else fails, backup your data and factory reset.
