• No, its pay as you need it. I use it to connect to my Verizon phone and tablet because the data is cheaper. $50 gets you 10 gigs. $25 gets you 2. At the end of the month unused data is lost.

• No, you do not need to have a phone with this hotspot. You do need computer/smartphone access to add money and data to your account and also see how much data you have left. Its a great little hotspot - and cheaper than AT&T.
