• Sorry but the MS Surface Pro 3 is 11.5 by 8 inches...too big for the Twist360 II and this bracket has no windshield attaching parts included.

• I would expect with the excellent suction that this would work well for that, but you may have to periodically check the little tab that you pump for suction as the car is moving.
