• I believe so, it didn't showed on the instructions but it does say wet and dry conditions

• No. I think shaving foam would disrupt the shaving mechanism. It is designed to be used without shaving cream or foam. This razor gives a close shave, but not as close as a safety razor (most electric razors don't). I love this one.
