You can use them as regular lights, but if you want to use them with the alexa or google home the light switch has to be in the "ON" position so that electricity is going to the light bulb. But otherwise yes, they work just like regular lightbulbs as well.

You can turn them off using the wall switch but they would need to be turned on by the switch before being able to use the app or Alexa to control them again.
