The C by GE BR30 bulbs will work with Alexa with the requirements of a C by GE smart hub. With Google Home you will need one of their Google Home devices. Unfortunately, all of our C by GE bulbs are not rated for outdoor use. You will also be able to use these bulbs from our app without needing a smart hub device.
