Yes with no problem and thats that I had it pretty loaded up

I guess it depends on how much stuff you have packed in the backpack and the airline and plane you are on. I don't think the under-seat room is a standard size. I would think it would probably fit inserting the bottom of the backpack first, but I think it would be sitting on top of your feet the whole time. I don't know if the airline has measurements for under-seat storage or not. Maybe it's posted on their website?. I know this isn't overly helpful...just my thoughts.
