rbay, Thank you for your inquiry! First, as to the system being quiet, that is a subjective decision, which depends on multiple factors, including other ambient noise in the environment, individual hearing acuity/sensitivity, etc. What one person finds quiet, another may find noisy. That being said, our configurations do tend towards the quieter side in general. Second, yes, you can install Steam on the system to access and utilize the Steam store.
