Yes, you can turn the vox off. (Menu button till vox flashes, the arrow to "off")

Yes, The default settings are to be off. It is turned on in the settings if you desire to have it on. I have not used the voice activation, although I read in the quick setup instruction sheet how to turn it on and off.
