• Yes, absolutely that is fine and is exactly how my build is setup. It is very common to only utilize 2 of the 4 ram slots and then add an additional 2 sticks later

• I paired two kits with no issues. But, fair warning, you could get a pair of kits that won't work together as well. The only issue I'm aware of would be dropping to CL19.
