“The 3 part mechanism top will not lock when on the base, however slides into place easily off the base. what's blocking the complete lock on the base. It happens mostly with the top piece being blocked from full engagement??????”

You need to slide the base completely to the left so that the pin on the bottom engages into the small hole on the base. The top cover will then slide into the full lock position.
