I haven't actually cracked open my computer, but I've spoken to tech support several times and the answers were yes to both of your questions. To be honest, you'd probably be better off using an external DVD/CD drive... That's what I've been doing and it's been working great. Everything is switching over to thumb drives at this point anyway, so installing an internal DVD drive might be a waste of time. Just FYI - I also confirmed that you can upgrade the RAM to 32gb... Something I plan on doing eventually. To be honest though, this PC runs great... I've been cranking up the graphics on Left for Dead, Skyrim, WoW, etc, and I've had no issues. I don't have a need to upgrade anything yet. Hope this helps.
