I would not plan on storing your photos on this machine, but you can view anything easily that is stored in "the cloud" aka on the Web. I would recommend putting all of your pictures into Google Photos (look in the app store for your phone for this) and then you can view and modify them from the Dell laptop. That's what my wife does from her iPhone and it works well, and I think its unlimited storage.

It will also work fine for viewing photos, and (assuming that your camera uses a microSD card to store photos) you can just take the card out of your camera and put it into the microSD slot on the computer when you want to look at photos.
