No, get a i5, or i7 CPU with 16GB ram and an SSD drive for that.

I wouldn't. Buy a PC with a SSD hard drive and an a minimum i5 CPU, better yet a i7 with a 3rd party on board video card with it's own memory. And also get 8-32GB memory. 4GB won't cut it.
