Can you play The Sims 3 or The Sims 4 on this computer? null

I think it's possible--because this sim uses very crude graphics and doesn't seem to have fast action. But I haven't tried. This very low-end laptop isn't what I'd choose for playing any high-quality graphical content at speed. So if you have any desire to move into that realm in future, I'd buy a computer based on a new version I3 or better.
