• This computer is so energy efficient you can put the tower on the floor, although if it were to be placed on a rug, you should put it on a hard plastic mat.

• Yes, it is safe but have to consider 2 things: 1. Could be noise if the floor is wood. 2. Will need extra maintenance, will build up more dust than when it is on a desk. I keep always my PC's on the floor, never had any problem.

• On carpet its not healthy for it but other than dust and such getting in its relatively safe, and on a hardwood floor or something it should be safe.
