For the most part, it is decided by the game publisher if there are regional codes or not. The underlying factor that usually affects whether or not a digital game-code is region locked is from the price different between countries. Most of this is usually handled behind-the-scenes already when you're purchasing online within the region you wish to use it in. However, if you're purchasing a code for someone else in another region, then it might run into region locking conflicts. Regions could be clustered as such, and can be more or less granulated; Americans (everything in North and South America) EMEA (Europe, Middle East, and Africa) APAC (Asia-Pacific; East Asia, South Asia, Southeast Asia, Oceania)
