The underlying factor that usually affects whether or not a digital game-code is region locked is from the price different between countries. Most of this is usually handled behind-the-scenes already when you're purchasing online within the region you wish to use it in.
However, if you're purchasing a code for someone else in another region, then it might run into region locking conflicts.
