Yes, you can use with any smart Phone, but you can't plug to a Electric outlet
Sorry, there was a problem. Please try again later.I used it in USA for 110V. If you have a converter in Philippines, you shouldn't have any issues. And yes it would work fine with Galaxy S9, given you have the cable for it. This portable charger does not come with a cable for S9.

Sorry, there was a problem. Please try again later.I have only pluged it in a 110V outlet, but I belive there are adapters for pluging in the outlet and reduce the voltage gonig into the device. But when it’s charged it should work charging you mobile Phone. But to assure that check on your mobile the specifics on input voltage. You should see that label on the products box
