A:Answer400’ AGL and service ceiling are not the same thing. The service ceiling is what the drone’s lift capabilities are at (technically) density altitude. For most people this will be close enough to altitude above sea level to be a moot point. AGL is exactly what it states: above ground level. So the F.A.A. doesn’t want you to fly more than 400’ above the ground your drone is flying over. It’s that simple. You can still fly at 15000’ above sea level, but you would need to be on a piece of land that is at 14600’ to legally do so. Make sense?
