• Yes, it does have a power/reset switch. It's located on the end of the unit next to where the AC cord goes into the housing. Unknown (for certain) if the unit consumes energy when it's switched off but I'd assume so. The unit is NOT Energy Star rated.

• Yes, there is an on/off switch. I don't know if it still uses power when turned off. The only way to know it is not using power is to unplug it.

• There is ON/OFF switch... Once off, all devices consume little energy - I believe this should be the same.
