“Does the charging cable plug into an electrical socket? Or would the cable be USB powered? I am interested in purchasing one as a gift for someone in Australia, however the voltage there is different.”

It's actually both. The cable is a USB connection but also comes with an adapter plug for the wall outlet. If they were going to use it in Australia they would need a power converter. Otherwise, they can charge via their computer's USB port.
