FIXD works fine on my iPad, having bluetooth and wifi only, no cellular.

I'm not sure and haven't bought FIXD yet, but I think you don't need a phone with cell service. A smartphone or tablet with WIFI (to download the app) and Bluetooth (to read the signals from the FIXD unit) are all you need. Maybe someone else can confirm that.
