Specifications indicate it can be used as a tablet, does that mean the screen will rotate a full 360 degrees to be back-to-back with the keyboard so the touchscreen can be used with the whole system fully flat and compact? Pictures only show it as a tent style as the maximum rotation.”

Yes - once you fold it completely flat...the keyboard becomes inoperable and typing is done by on-screen keyboard which rotates depending on how the chromebook is positioned (Portrait vs. Landscape)
