• Yes it does. Too bad they don't show that in the photos, almost didn't buy it because of that. There is also a bottom piece.

• I had the same question because the photos don't show it, but yes it does come with a top piece that helps hold the unit in place. There is also a bottom piece. I like that, in my window, the bottom piece is outside and the top is inside.
