“I am looking for a 12,000 BTU a/c that does not have a top vent on the outside. Reason being, I need to cover the outside top because of the dripping noise from a/c's above and rain.”

I have not seen window type aircon without top vent. The vent on top is part of the design for a purpose and is necessary for mechanical design. I believe also that the window type aircon is also design as exposed to exterior but we have always the option to cover the top. I covered also the top vent with our extra carpet tile ( this rainy season). It is quiet now for me on rainy season.
