It does come with a device that you put into a USB port and it will sync to your PC and the garmin website. But if you are not going to use the other features, call notification, text notification email notification etc. Don't waste your money on this one get the less expensive, no bells and whistles one.

Your data would then display in Garmin Connect. You do not need a smartphone to be able to use the device, but would not be able to take advantage of some of the features such as smart notifications.
