No. It tracks steps and floors by detecting movement of the wrist it is intended to be worn on. Heart rate sensor requires direct skin/wrist contact.

The vivosmart HR uses a built-in optical heart rate sensor in the band to track heart rate. We would not expect any article of clothing from impacting this device's ability to track heart rate from the wrist based sensor. If not wearing the device as recommended on your wrist it will not likely be able to track heart rate information. It may track steps while walking or running, but it has not been tested under those circumstances.
