The owner's manual states that this microwave is set as recirculating, but the charcoal filter is not included. The instruction manual states this filter is required; is it required for proper functioning, or suggested to filter smells?”

Hi-this is Sue from GE. We are happy to help. The recirculating charcoal filter is included with non-vented models including JNM3161RFSS. The charcoal filter is required for the non-vented exhaust to filter odors. If it was not included, we suggest to contact GE Part & Accessories at 1-877-959-8688 for assistance.
