“I just received this new stove. There is an external fan-like noise from the top/rear vent when the oven is pre-heating and during the cooking time. It stops once the oven has cooled down. It’s loud enough to be heard in another room. I’d this normal?”

I have the same fan noise but it's not that loud, it's actually reminded me that I forgot to turn off the oven one time. The fan was on and I looked to see that I didn't turn off the oven.
