Hello Dorothy, thank you for your question. When the outlets rotate, they do not allow you to plug anything into them. The outlets need to stay oriented the same way they are in the picture in order for you to use them. When they are rotated the other way, they will be locked as a safety feature and this allows more room for adapters.
