“Is this refurbished Apple Pencil compatible with the current generation iPad 9.7 (Not Pro). Under the "Features" section, it says it is compatible with iPad (6th generation), but it isn't listed under the Specifications section.”

It is suppose to work with the iPad 6th Gen. I have not purchased one yet but this is why I did purchase the iPad 6th Gen. I could not justify spending 300+ more for the iPad Pro.

Yes. The Apple Pencil will work with the 9.7” 6th generation iPad that was released this year. It was one of the big selling points for schools to use this version of the iPad along with the lower price point.
