The Chrome operating system is a Gentoo linux based operating system (Gentoo is another version of linux, like Ubuntu). Newer Chromebooks, some available at Best Buy for as little as $100 to $150, have a version of linux included on them available easily to the owner/user. Using a Chromebook to learn linux would probably be easier than trying to install Ubuntu on this Windows-based laptop, and you could still learn about the software and web development with it. Hope this helps, and good luck!
