No. It does not require the C (usually Black or Blue colored) wire. It can work without that. The C wire normally supplies power to keep the Thermostat ON. The E model comes with its own battery that charges itself using your heating and cooling system wires. If required, you can pop off the top and find the micro-USB port on the back and simply charge it for about an hour like you would do with a cell phone.
