Yes it can, it's in the setup when you install it.

Here’s how to switch between them. You can switch the Nest Thermostat temperature display in the settings menu on your thermostat or in the Nest app. On the Nest Thermostat: 1. Press the ring to bring up the main menu. 2. Turn to SETTINGS and press the ring again to select. 3. Turn the ring to ºF/ºC. 4. Press the ring to switch between Celsius and Fahrenheit. With the Nest app: 1. Log in to your Nest Account on the Nest app. 2. Select your thermostat. 3. Select the settings icon in the upper right corner. It looks like a gear. 4. Select Thermostat settings. 5. Click or tap the Temperature units option to switch between Celsius and Fahrenheit.
