Yes you can use a couple different methods to access websites via a chrome browser. If you are more than a novice android user and are familiar with sideloading then you can install the apk for chrome easily with the micro usb port via OTG cable or google drive through a file explorer, and the other method is accessing chrome through selecting a web link in the settings menu. Do a quick youtube search for step by step on the latter method. You will want a mouse and keyboard if you load chrome on this device as it's not optimized for Android TV with the remote as the primary input device.
