No, the game controller is a separate purchase ($39.99) regular price. It's a great controller in my opinion, and allows for up to 4 controllers to be sync'd to the device for local multiplayer as well.

No you have to buy that separately unfortunately. There are a good amount of games on there don't use the controller though. It even comes with Badlands preinstalled.
