• No. Last I checked which was a few weeks ago. It was Sprint that had the 299 with activation today. Everyone one else is 399 with activation today.

• Yes, I got an unlocked because I have a different carrier that does not sell these yet and I think it was 399 or 499. Which is still a heck of a deal from 799.
