Can you use it on a 32 inch tv null

Probably but the led strip will be too long. I'm assuming it determines which led in series gets what color so it might not line up. If you applied the LEDs in like a wave pattern that might work as well

It's not designed for anything smaller than a 55". It's technically possible but I highly recommend not doing it as it involves bending and warping the excess of the strip and overall takes away from the performance. I suggest finding a product that is suited for your size tv.
