• Yes it is available. I just order a few hours ago and got Scanavo - Halo Infinite Olympis - Multi as a gift for buying and Halo Infinite Preorder Bonus DLC - Windows, Xbox One, Xbox Series S, Xbox Series X [Digital]. Still looking for email that the website said it sent for the Bonus DLC.

• Thanks for checking! The preorder bonus is only available if you preordered Halo Infinite before 12/8/2021.

• No. Bonus and DLC was only offered to preorder. They just released the game today 12/8/21 and already mailed out.
