“My desktop, running windows 10, no longer boots up after a hard reset. I tried using a windows key to run a Start up repair/system restore yet neither of them worked. Can you repair this or at the very least save all the files to an external hard drive?”

Try starting the computer in safe mode to repair the windows boot strap file. Then run the computer in normal mode and it should start up.
