“Hey, the website here says 39.99 for hardware install, i called bestbuy today and asked the cost for an CPU install wich i bought there...they told me 60$ and id have to install the cooler myself.if thats the case how would they know the job was correct?”

Hi Edward! Thanks for your great question. PC hardware installs should be $40 each. Ideally, we'd like to install both the CPU and cooler if that's all that needs to be installed. However, we should be able to test the processor by itself to make sure it functions.
