I agree, and one of the ports is always the eARC port meaning you only have 1x if you connect a receiver or soundbar via HDMI. Probably next year we will see some more TVs with 4x. Typically this is how they transition from a new HDMI revision to another. First year TVs have a single port, second and third usually 2 ports etc. Its to do with the chipsets they use in the TVs and all TVs that have 2x HDMI 2.1 are using the same chip from Mediatek. This transition was exactly the same with HDMI 2.0 when it came out. If you want 4x HDMI 2.1 look at LGs OLEDs.
