Setup on a new chromebook is easy and intuitive (not any harder than setting up a cellphone). It is "unlocked" when you get it. It will "work" without wi-fi, but it is MUCH more powerful and useful with a wi-fi connection. You can use your cellphone as a hotspot (that is, as a "network" sorta like your router at home), and hook up to the internet anywhere (in a car, the park, etc.). Hope this helps!

You can do a few activities offline with downloaded content (movies, games, etc.) but users like a Chromebook because most of their computer work is using online portals. To set it up, you'll sign in with your Google account.
