• No, it's made to set horizontal, but it will rock back and forth for view angle adjustment.

• No, not while it's in it's stand. Stand only tilts back and forth. It does not move side to side or rotate.

• No it cannot. The picture of the rear of the monitor shows how the stand connects to the base of the back of the screen

• The stand allows the screen to be titled several degrees up and down to suit your viewing angle. It does not allow rotation. To rotate the screen, you would need to rotate the stand, which is not that hard to do because the monitor and stand are relatively light.
