• No need to worry about ounces for this product. When flying, only actual liquid products must meet the liquid criteria. Being this is a ink cartridge, you are okay to get it through without any problems.

• I have no idea but surely it isn't even close to 16 ounces. It is very small. The box doesn't list ounces.
