• As far as I am aware in order to print from tablets and phones both devices will need to be on the same WiFi network. So if you do not have WiFi than I am inclined to say no.

• Yes it can. You will need to download the HP app for Apple iphones.

• Wireless printers need an Internet connection, but are not tethered to a computer. Files can be emailed to the printer, but needs Internet to download the file. Sorry.
