Yes, a pdf file can be created with one of two features: either from the front display panel or using the dialog box on your computer by opening the HP Printer Assistant that this printer provides. On the front display panel click scan > scan to memory device, which allows scanning to a memory card (inserted in the lower left card slot). I can't verify, since I don't have a card, possibly it creates a pdf? Also, on the front display panel, scan > scan to email. It will create a pdf file that appears after a few seconds on your computer's email. In addition, using the HP Printer Assistant. Click on scan & print > scan and a dialog box opens with options to scan as a pdf or jpeg. This dialog has several more options that are not found in the front panel choices. You can send to email, Dropbox GoogleDrive or simply to file. The original paper size is variable, letter, 4x6, etc.
